I incidentally discovered a bug in the shoutbox script we use. I have a feeling that bug is responsible for the problems we used to have with the forum at our old host, because I observed it almost killing this machine today.
What is does is basically DoS'ing the server due to a small programming mistake. I installed a rate limitting module to mitigate the problem for now, if you start to see lots of 403 errors please tell me.
If the shoutbox stops working for you, reload the page and it should work again.
I'll fix the error sometime today or tomorrow and post back then. For now please use the work-around I mentioned.

Never noticed any "403 error"
Just large and small lags. Also sometimes I would get a warning that my shout wouldn't work, but I think that was due to my connection out on the road.
Glad you noticed, because I was just taking the lags for granted.

Ohw, you shouldn't have seen 403's in the past anyways.
The 403 error is what you will see when your IP has been temporarily banned by the rate limiting module of the web server. In other words, if your shoutbox tries to kill the machine, you'll see 403 and will have to wait like 10 seconds to get the real pages again.

That's the 403 error I mentioned earlier.
You might need to flush your browser cache before it works for you again.
