You can also use a tool to change settings in ur ethernet card to enhance speed, the tool i know now is the tool from upc special build for fibreglass connections(it optimize the settings). Also check your type of UTP cable maybe you got old version.
Also if u got digital TV that runs thru your modem like KPN does. That will use also prox 14Mbit/s depends on HD etc. And you might check settings in ur modem and(if you have) router about some setting that shares ur internet fairly between each pc/ laptop/tab/phone for example if you have 2 pc running it will split the conn speed so everyone gets a certain amount. I thought it was made for if you are downloading that the other pc doesn't get slow connection that he can't do nothing.
If it still doesn't speed up atleast 20% you might call ur provider to ask why. But also it has to do with the distance between ur home and server where you get ur connection from. That is what kpn told me, had also same issue getting 60% of what they promise.

Chuck, The difference between between mbits and mbs is the size, I'm not toally sure but I thought that 4 bits is 1 byte. Your Internet speed is given in bits so 100 megabits per second, (mbit/s)
I didn't make this up, it's the absolute truth.
