"Oh god this is so slow" :P
Ask your ISP, we wont know exact reason. Theres no faster speed support on your area, check your modem and heat, ethernet card changing.

1. Internet traffic, other users on the same modem slow it down and massive amount of users on same ISP can cause some problems too.
2. They CAN'T provide exactly the speed that you asked for all the time. 3. Windows reserves 20% of your connection unless you take it off manually with gpedit 4. Your location. The further away you are from where they provide you that internet -> slower speed 5. Get optical fiber if you don't have yet.

If you're using router (I assume you have a cable connection), it might slow down your network. My connection speed raised from 60 mbps to 90 mbps by bridging my router.
Second issue might be your ethernet-cable: get a better one.

Your connection speed is 100 megabit per second you measured 46 megabyte per second there is a differen between byte and bit. 1 byte is around 4 to 8 bit

(just saying)
you can never get the exact speed they tell .. unless you have the best comp possible and the best equipments like cables and stuff those make a difference and as jantsi said .. traffic makes a difference like for me at the morning the speed is awesome but it drops ..

@Kidzmurder
Hmm, thats true.. But 50 % of the 100%. By the way, I have "Glasvezel".. And they told me, that traffic doesn't care there. U will just get the 100% they said. @Kidzmurder signature, Aren't u that fcker who made the titanic sank? :O
