Well i've been playing the TF2 for over 4 years and i must say its a great game to play . The game is basic , graphics , gameplay is awesome. Even though it's kinda an old game (Released in 2008) It has a smooth gameplay and atmosphere. I Owned my on Team Fortress 2 Servers as well and snacky's idea seems great.
Well , most favourite Modes on tf2 are; MvM (Mann versus Machine) Saxton Hale and Orange mods. If we could open one of these servers I'll also help ligustah about server scripts , configs and how to run a source engine server. Also admin commands are pretty simple as well , I'll help on that too. TF2 is still One of the most played game and it'll continue like that . I'm sure if we open a server and if we'll have good scripts and such stuff , It may be our most active server all through other TWC Servers.

You brought up some good points with the questions and we decided to give an answer to each one of them.
If we are aiming for dedicated member base, possible TWC members that are already a part of a clan within TF2 wouldn't be a TWC member in that particular game, they would only keep member status in ET, so that way we don't have to force anything upon them. Unless, of course, they themselves decide that they would rather be a part of TWC clan in TF2 aswell and leave their clan. But so far we didn't really notice that any current TWC member is in a clan in TF2. But in case someone is, it's up to them whether they would like to become TWC member in it or stay in their clan.
Of course, new TF2 members are most certainly required to stay a dedicated TWC member and not to double clan.
About the administration, bringing this idea up, we are ready to take the role of administrators of that server aswell. We both are server supremes on ET and we strongly think we wouldn't have a problem with administrating another server for our clan. Of course if you would make us choose between running a TF2 server and our ET servers, we would still stick to Beginners and Panzerwar.
We think that ET members who decide to play on our TF2 server could also be considered members of the server. The game itself doesn't have an admin system but with a plugin it can be helped. Promotions would only be for the TF2 members, while ET members would only have a simple clan member status (kind of like level 4 in ET). In case someone would like to advance as member in TF2, they would unfortunately have to transfer from their ET server, which would make them get only level 4 on their used-to-be home server in ET.
About the admin system itself, it would have less levels than in ET as there aren't too many commands to distribute, so it wouldn't be neccessary to have as many levels. Levels could be something like member, admin, high admin and supremes (but that's to be discussed).
Since there wouldn't be too many levels, promotions would be different. A member wouldn't get a promotion based on activity but based on their competence.
If new members that have been recruited in TF2 install ET and want to visit our servers, they would get level 4 as they are TWC members, and for the tags, maybe it could be something like ^k-^7TWC^k|^7name ( -TWC| ), but that's just an idea. If an ET member would want to be a part of the TF2 server we recommend it should be mandatory to wear -TWC| tags on steam at least as long as they are playing TF2 since it would be a featured game for the clan.
Handling global admin levels, such as visiting supreme privileges. We think for starters they should only get simple clan member status as they perhaps have no idea about the game yet. They would get high admin rank only once they perhaps choose to play the game more often than just dropping by every other week.
Also, if they wouldn't be familiar with high admin commands, we could always post sort of a tutorial explaining each command and what exactly does it do.
The global teams, such as demo team and PsA, would still only be teams within ET. For the hackers, we have VAC to help us out. Every current PsA member is also a TF2 player, but meetings would still be only organised for ET servers. We will encourage our members to try out TF2, but we are still an ET clan and this way every member can join PsA meetings whenever they like, without being forced to install another game just to participate on our meetings.
About recruitment, we think we could apply the same application system as in ET with a week of trial or something like that to make sure that the applicant meets the requirements set by the clan. We are not desperately in need of members because this game is pretty much a self running game, if the server is configured right it can go on without admin support forever so we won't just recruit anyone on the spot. As far as we know it is not common in TF2 to be in a clan, as from our experiences it's only common to be in a clan to play competitively. In case recruitment will be popular on TF2 of course we will take care of all the organization it needs.
Even if you (MST) have no idea about TF2, we think you should still keep the Master Supreme status even in that game, and lean on administrators of that server, much like you trust your supremes of each ET server. There is no need for a separate supreme team, as we could take care of server related problems.
We hope we managed to answer every question adequately, we are looking forward to answer any more questions that come up on the way.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle. Hence to fight and conquer in all your battles is not supreme excellence; supreme excellence consists in breaking the enemy's resistance without fighting.”

if we do create a sort of TWC TF2 members group or something maybe the tags on ET could be like: -TWC|(name)|TF2- maybe?
