Still Hitachi factory, just renamed Toshiba.
European directive, etc...
Didn't Toshiba acquire Hitachi's 3.5" business? :P
Sure, they are manufactured in plants previously owned by Hitachi, but the design is Toshiba's, I believe.

Which OS are you using?
Can you list some of your other specs, like Motherboard and CPU?
When you see the drive in Disk Management, what does the capacity say on the left? (Please screenshot if possible) And I'd add to the list: Where did you buy the drive from? A reputable reseller?
Please take a screenshot of how the HDD looks in Disk Management:
Control Panel -> System and Security -> Under "Administrative Tools", choose Create and format hard disk partitions.
Or optionally type "Create and format" in Windows start menu's search and it should find it. (If your Windows is in another language then english, you have to type what it could be in your language)
When you get there, you should see all of your drives. Here you can screenshot what it says on the left, it should show the real capacity of the drive.

Or do what Chucky said, and try CrystalDiskInfo and please SCREENSHOT what it shows to you about the drive. (Blur out serial number if possible)
This way we might be able to HELP you.

Now, maybe the design is Toshiba, don't know.

Agreed !
Really hard to figure out what is going on without any screenshot.
Even if you've already explained what you did, some screenshots will be really helpful.
From CrystalDisk, from Disk Management, from anything.
Please !

There are ton of programs that let you do that quite easily like Lightshot and Gyazo. (ShareX is the best but is pretty advanced)
Without a 3rd party tool:
You can also press Print Screen on your keyboard, then Ctrl+V in paint (or preferably in some other image editing software) and then crop and save the image, and upload to something like imgur: https://imgur.com
Click on "new post" -> drag and drop image or press "Choose photo/video" -> Once upload is complete right click on the image and choose "Copy image address"
Then paste the image URL inside [img][/img] tags on a new post in this thread.
So the raw post should look something like this:

You can also use the Snipping Tool, which is part of Windows.
Also you can share your desktop, live, with discord...

Ahh, yes. Forgot the most convenient tool... Too used to 3rd party tools
So snipping tool + imgur is your easiest way of uploading a screenshot tbh!
