Pietje has been a known as a big abuser on Vietnam as well, so I had to warn him and was even banned for some time.
He abused mostly the surrender command when he was alone in a team, so could decide alone about map change. Further he played in an irritating game style mostly at Axis only to block game and when he still got into unfavourable position, so was about to lose then called surrender vote.

So you don't need to be tolerant with him, as this basterd only understands from aplying iron fist on his face > that is warning/bannig/kicking in game.

in pw all famous guests(lvl3) have this command

because many famous guests needed someone to use !0bots in order to have a good un-interrupted game. however the rare occasion is that it gets abused which has happened. we gave it to level 3 because we never had any problems with our guests
