Perhaps we should 'buff' the level 7 members but reserve it for those who have proven themselves good with handling rule breakers or even make it a high admin spot itself. Another idea I have is basically the above but can apply to all levels; to give the very good members commands via private ACL.

Speaking of experience with EA, as time goes on you forget about people who need to have their private ACL removed as they leave the clan/move on, etc. It is a lack of an overview on the matter and will only lead to problems later on. A private ACL for a selected few people would also cause problems with others "Omg why did they choose him and not me, this is unfair, I deserve x and y and z and blablabla".

Based on this specific matter in the post itself it was basically a peaktime with people playing, which makes it a bit hard to believe one out of the current 15 ish active people with powers to do something in nodownload alone (recruiters and higher of ND, mst's, supremes of other servers) was not online at that moment. Perhaps start by asking people if something is happening. If you can't bring it up to get out of game for a few seconds to ask them on steam, the problem is simply not big enough to have to be solved at that moment.

The common way for people without power is to ask for more power to be distributed, even when that is not needed. In this case I wouldn't call it needed in the least.

You have a steam group for the clan, there is a memberlist in the upper right corner with all steam names as well. A lot of people have other ways to contact as well. It can't be that hard for 6 people to reach one person.

Giving splat or mute to low level members? You think it wasn't discussed? Sure, there was some times ago splat and mute for low level members. But some new guys f.e was abusing it a lot, so it was taken off. For me totally no. Just call higher admin while someone is broking rules

Then maybe they shouldn't be any member level in the first place!

Trusting new people right away is of course a hard task, and if giving more commands is not possible, I have seen the things mentioned by people in this thread work quite well in the past:

Shoutbox should be the first thing to yell in, I have seen some people do it here like "some guy doing x in server y please come help" which is usually a good way of getting the right attention to the matter. This requires people to be active and checking the shoutbox. (Keep in mind that I'm not encouraging people to shout things like "omg haxor in nod send air support" as there are different channels of dealing with cheaters etc... I'm aware)

A "high member of another server" level is something we did use in EA, and it worked very well. But then again even though this would be implemented, there will still be a need of those people to be around. So this kinda doesn't solve the problem entirely.

If you have other means of communication like Enigma said, Teamspeak3, Steam, Discord etc. I recommend adding as many people from your clan that you want to have there, so if needed you can find somebody among them that can help with whatever issue you might have!
