Is the download speed the problem?
Yesterday, I downloaded a config which made my download speed slow as well. I changed the network settings in the config to:

seta snaps "40"
seta rate "25000"
seta cl_packetdup "0"
seta cl_maxpackets "100"
seta cl_timeNudge "0"
seta cl_wwwDownload "1"
seta cl_allowDownload "1"
seta logfile 1
set net_noipx "1"

Download speed went from 10 kb/s to +500kb/s


You can also try to switch to ET legacy, maybe that will fix it

ET Legacy doesn't support Punkbuster, you are not able to join some servers, but you can connect to all the TWC servers

What do you mean? You can't download it from the website? Or you're having the same problem with et-legacy?

Did you try with the download settings I posted? I uploaded the settings in a config here: https://ufile.io/6vpxm .
1. Download the config file
2. Place the config file in your etmain folder
3. Open ET as administrator (right click on the icon and click the open as administrator option)
4. Open console and type in console: /exec downloadconfig.cfg
5. Check if it loads the config
6. Try to connect to one of the TWC servers.

Try this, and tell me which step isn't clear or doesn't work for you (if any)
