in this cfg you have put r_primitives on 0 and com_maxfps on 100
if you want 125 fps then put r_primitives on 2 and com_maxfps on 125
also if it crashes when you vid_restart you might consider looking into r_customheight and r_customwidth to be the exact same size as your max dekstop resolution

do you really need more than 60 fps, though? The human eye can't see more than 60. I know 125 is one of the special numbers, but why not 76?

First of all go and exec that cfg, then /vid_restart and then check in console /r_primitives to see if it actually returns that it's 2 and not 0.
Also not sure if this was causing the crash on vid_restart and you already fixed it but
seta seta r_colorbits "32" (28 is not valid)
Few things you could try just to see if they have any effect:
seta r_displayRefresh "0" (anything else is only useful for CRT monitors)
seta r_simpleMipMaps "1"
seta r_ext_texture_env_add "1" (smt to do with multitexture & additive blending)
seta r_roundImagesDown "1"
seta r_subdivisions "4"
also on a side note, pmove_fixed should be 0 if this cfg is used in Jaymod
And do you have "Threaded optimization" disabled in NVIDIA control panel for your ET.exe?

@mystik , why should r_primitives be 0 in jaymod? makes no sense, it causes massive lags for me and lots of users
