He is removed (level 3). If in the future he is caught breaking the rules again and he admits to be the same Insane - u r free to ban this fellow for minimum 2 weeks ( like Mr.Fister was before)

Everybody can do that (vpn ) but noone is protected against !KICK command. But if some1 wants to wear troll nick and likes to be constantly kicked - his problem.
