What's the point of having recruiters then to recruit people?

It is the recruiters job.

In a sense all members already can recruit new members. It's just the recruiters and higher levels that can give the tryouts and set levels.

All members at any level are asked to make new friends while playing. This is sort of a pre-recruiting. You make new friends they come back again and again to play with you, then you most certainly ask them if they would like to join. If they say yes, then tell them how to go about it.

If you are unsure of the xp requirements as a higher admin. Then tell the new person that as soon as he or she see's a recruiter or higher admin come into the server, he or she can get a tryout once the minimum xp level is reached.

So yea! All members can be a recruiter in this sense. Make the server a fun place to be and many people will want to join. Be informative when they ask questions and polite while playing. That is always the first step in anyone being recruited to TWC.
