I read in another topic he would be IP-banned.

Should we ban him?

Imo, he has been very nice the past few days.

If it is the same person as UseMe&Hazz, he was to be banned for assisting to crash the server with other UseMe members I suppose. I don't really see him as a trouble maker though. But then, I haven't been active lately.

UseMe allowed multi-clanning. So I wouldn't count him out just cause of tags. Have you asked him?
