Yup, it's indeed a bad idea to request medior skilled people to join imo, the fanbase of ET isn't so big anymore and setting high standards will minimize the chance to find new members, let alone find any.
We even talked about removing a try-out completely in TJ, for the simple reason that if you play TJ alot, sooner or later you are bound to get better, if you just stick with it.
Let's say i'd rather accept one guy like Andre ( ) than 10 like Hemppa, quality over quantity as i said.
On a sidenote, i noticed your willingness to be recruiter, and with time everyone in TJ gets his/her chance to climb up, as i think all of you have noticed before, just give it time and it'll happen
