Yeah this would just be a way to counter posts that could be interpreted as spam, because they just have +1 because the person wants to show that he agrees with someone's post.

then other people will like that and might get them punished.

Well moderation decisions here are not my concern, but I hope people won't be punished for agreeing with someone's opinion / liking a post (Trolling is a whole another subject)
