You might want to be careful with adjusting spawn times, especially when introducing significant changes.
What defines nodownload servers (or at least used to) is fast paced gameplay, partially attributed to the fact that players barely have to wait after getting killed.
Surely, obtaining objectives will become easier/harder to obtain once spawn times change if there is a discrepancy between how much axis and allies spawn times increase. So tread carefully, for if you're not, maps may become severely unbalanced. This is due to the large amount of spam relative to a higher spawn time.
Furthermore, I figure there is a correlation between higher spawn times, spam weaponry, and griefing. This is due to the average amount of deaths from an average player per map. Longer spawn times -> less gameplay due to more waiting -> relatively higher chance of getting killed by spam -> more annoyances.
Next to this, keep in mind what defines the server, you may want to survey several long time guests.
Use this however you want, I haven't played ET in months and I can't judge the current atmosphere in game.
This is solely intended as some good advice to refrain you from losing visitor numbers.
e: The point Nirv raises regarding 20/15-ish spawn times is legitimate. It'll make spamming even easier.
