Imo try out helmsdeep or minas tirith consider there are enough people for that size in the evening, and try library as the other map since that one can be played with less players quite well as well. (Also having baserace as a VOTABLE map would be cool once in a while)

Summarized:

- marrakech/et_mor -> minas tirith or helmsdeep
- pirates -> library
Extra votable map (not running in mapcycle): Baserace

I think venice is a decent map for the amount of players ND has

4. option: remove most classic maps like Oasis, Battery, Railgun and Radar. Boring and ineligible for playing with many players like ND. On these maps game stuck mostly due to the high number of players and some settings like too many landmines.

I would leave no downlad feature and change server to a normal Jaymod server. Original maps are designed for smaller teams of 5-7 plyers.

As Butcher said, change it to a normal Server.

Its also up to the MST's if u change it to a download server. Forum and other Servers need to change also.
Forum need to change Usergroups, forums names, other servers need to edit their menu.

So if people need to download, logically its not nodownload anymore.
So new name - another era begins.

Give it a try!
