It's basically what Legendz said. At some point in time after being founded when the TWC servers became really active we often had the problem of people feeling uncomfortable, because other players were obviously talking about them in a language they wouldn't understand. That is why we chose to enact this rule. We did, however, at all times try to make it clear that we don't want to force people to speak English exclusively. We just want to ask everybody to do so in main chat whenever possible and use other means of communication when not wanting to talk in English with your fellow countrymen (be it fireteam chat, pm or external messengers), because when using the main chat the assumption should be that all people be able to read and understand it (it's basically the same in forum: when you write something it should be in a language that everybody who sees it can understand).
That being said, as with most other rules, we assume that common sense can be applied as to when the rule should be enforced. We usually say you can speak any language unless anyone asks you to stop, but it is probably better to phrase it slightly different: Use any language when you know nobody minds.
I'm fully aware of the fact that this creates a large grey area, which is also why we never really "punished" anyone for violation of this rule. Today, at least for us, it's mostly about creating a welcoming atmosphere for our guests. In my personal opinion it's just impolite to be in a room (be it real or virtual) with other people and then speak a language that some people will not understand. So, again, if this is not the case nobody should ever stop you from using your mother tongue (or whatever language you fancy).
The rule really only exists so we can point people towards it should they bypass it excessively.

I'm quite busy, so unless it's a quick thing or really urgent I am unlikely to be able to answer PMs throughout the week, but I try to reach out to everyone who contacted me during the weekends. If it's urgent, you can also contact any of the supremes, they can do a lot of things or relay directly to me if necessary.
