According to Gametracker he only played on 3 days out of those 14 trial days. And he didn't visit the forum since his application date either. For me it's a 'no', or perhaps extend the trial for one more week.

His activity is way to low. also his last forum visit is 2 weeks ago... same date as making application.
If he still wants to join, he can make a new application.
