I think talking to people would help more than constantly banning them.
Try to go in a conversation with him and show that what he does is really not acceptable.
If that doesn't work just permanent ban him since he won't change.

We did that already. I even had a chat with him in german (his native language) and explained him all that. And he has been banned for the same reasons 2 times. For some reason he still believes people like what he does, that's it's only fun and so on.

I told him now that he should let this whole thing rest for a little while and then try to apologize for his behaviour and hope for mercy of those guys who voted for a perm ban. I didn't get a response of him so far, but he's not stupid and he's a mature guy in fact, so if he really likes our server so much he will reconsider and try to use this one last chance. That's what I'm hoping for at least.
