I have 3 suggestions:

1)Remove "Question" vote (and maybe anti-lag off too)
it's useless and abused all the time
2)Add XP Shuffle No-Restart
3)Add Next Map (!!)

I dont know what does existing of the 'Question' -vote do to anyone? Can someone tell me?
I personally dont see any bad at it and it is fun.

"No useless votes." That sentence never have got to my comprehension, I dont know why it interferes with most of people.

Thoo, next map vote could be good one.

Well it's quite the same with normal spamming in main chat. It doesn't really harm anyone and can be fun, but still it can also be very annoying. I personally could live with keeping it as it is and allow these kind of votes, but I can also understand that some people want it to be disabled.

I agree with adding the vote for next map. And about vote for shuffle, I think it is good that the map restarts automatically after this vote passed. Because before the vote the teams obviously been unfair, otherwise there wouldn't be any vote at all. So one team is most likely already very far with the obj for example. Now if the map doesn't restart after the shuffle, it would be a big advantage for one team. I hope you get my point.
So I think the restart after shuffle-vote makes sense and should stay.

Below are some of my thoughts on the suggestions made by the OP. The first two I can live with either way and chose to point out some of the pros and cons. The last two I stated what my personal opinion is regarding them.

Question Votes

Advantages:

1) Get players talking to each other.
2) Adds an element of fun

Used correctly and at appropriate times it can be a very good social tool.

Disadvantages:

1) Some of the "questions" are long winded (lots of characters) which takes up a chunk of the screen.
2) They involve you interacting with it (F1/F2) in order to cut down some of the spam.
3) Every vote created has a sound attached to it which you must check to see if it is something important.

All this leads to distraction, which in a fast paced game can have a significant impact on the result of the match.

Next Map Votes
------------------

Advantage:

1) Allows players to skip maps that they really don't want to play.

Disadvantage:

1) ND Server only runs 6 maps and I would guess that Radar would be the map most skipped followed by Railgun and perhaps battery. Worst case scenario is that the server then only really runs 3 maps which doesn't offer up enough variety.

Anti-lag
---------

It is not apparent to me how this can be abused. As far as I know it doesn't really do much and to change settings unnecessarily is to give more work to the server admin(s) needlessly.

Shuffle No Restart
---------------------

For me a no-brainer. If Shuffle Restart is an option then this one should be also.

You're right, if we just add this new option instead of replacing it with the current Shuffle vote, then there is nothing to complain about. I guess I got it a bit wrong in first place.

about next map, if your planning to add it, i think would be better if you can cast that vote after at least 30 seconds before start of map, just to let all players connect and vote for it.
