We should pay more attention to the exact transfer-rules since John seems like the only one following them.

Well ... all the server supremes did agree so I think the transfer was allowed
Like said previously, John doesn't have to interfere in every transfer

2. Permission can only be given from the owner supremes of each server (the one you leave and the one you want to transfer to).
3. No member higher than level 13 may transfer without special consideration from John. (it is too hard for servers to replace high admin positions)

He wasn't level 13+ in vietnam afaik

It's not about the transfers being open/closed on this one, but about the fact that kokok transferred quite often the last few months (which is in fact not allowed, that's why he needed John's permission this time)

I didn't say you need John's permission. But John states that u were not in Vietnam for a month.

That's just a general rule and has nothing to do with open/closed transfers.
