About recruiting:
Level 30 (Recruiter/RCTR) is required for recruiting, when someone asks for it. It doesn't matter if there is someone with a higher level online, a recruiter should still give the try-out
Levels 60 and higher aren't required to recruit when recruiter's online. If in a particular server there is no recruiter online, levels 60+ should recruit or tell to someone that he must wait for a recruiter.
After try-out is finished you should set him to 12 (Official Member).
About promoting:
Members who are level 12, will be promoted to level 17 based on their time spent in TWC as a member.
Any person with !setlevel, and permission of a Leader+ can set the Member a level higher, if they've went into a new period of time.
Promotions to level 20 or higher will be decided by the No Download Leaders/Supremes!
To promote levels higher than 17, high admin's should make a post about this member in the special HA-base on forum. (here) and high admin must wait for the permission from 900 level (Supreme).
