Guests probably won't ask. Because the situation is - That F U is possibly asking something, but gets disarmed/kicked/muted/splatted. Why a guest should ask about abusing then? 
I wouldn't, if I were a guest and saw such situation, to be honest. As long as I want to play normally in such server. :P
He should get a fair MAC ban instead.
[Edit] This situation is really uncomfortable for everyone - admins have to waste their time and guests get annoyed by this guy and his spamming. You can explain before 'abusing', but it still won't impress the guests. What a clan it is if it can't eve handle a guy without a guid? :P
