He's just a little script kiddie (someone who uses programs that hackers made).
Wich means he doesn't know anything about hacking, he probably only knows how to avoid bans by changing his GUID/IP...

If he really wants to hack someone, he isn't able to do it on his own. He will need help from other people.
And I don't think those people will waste their time by hacking someone who hasn't done anything at all.

And we got a little expression in Belgium for those people (maybe in the Netherlands too).
And that is: barking dogs don't bite
