I can see what you mean, but the difference here is that everyone has r_wolffog FORCED to "0" with global ETpro configs in ETPro. Kokok probably used the cvar unlocker in one of our jaymod/public servers (i don't know the case) where it's forced to "1". I also have foliage and wolffog enabled in our public servers. You can disable them in ETpro and ETpro forces r_wolffog to "0".
