) In the situation that you described, one from Axis should jump to Allies. Two PRO's versus one Normal skilled is unfair.
Even if normall skilled will play with bots - he loses anyway... and leaves twc server beacause in most cases they are useless
Most useless in maps like: BoxMania, TankRace, Map in the middle, Euro 2008, Panzer Arena. And very often players want to kick them but no one can do that

Besides, it is also like in case of maps, shuffle xp or other voting - the majority decides.
I think it would be good option for players without permission to kick bots... But maybe I'm wrong.
