What I understood from your checklist of things you have tried: Only mice in any port of the mobo or case disconnect randomly? Other USB devices work fine and don't disconnect on any port of the PC, but any type of mice disconnect in ANY port you plug them in? Run a Ubuntu (or any linux distro) live image from a USB and see if the mouse/mice disconnect there. If it doesn't then it's a windows issue. (Windows itself or drivers)
But I guess with your own troubleshooting you have already ruled Windows as the cause, It could be a corrupt control set in registry, but then a format / clean install should have fixed that... Very weird m8
Some random shit to try:
- Did you also set "Allow the computer to turn off this device to save power" off for USB Root Hub, HID-compliant mouse etc related shit?
- Make sure you have the latest chipset drivers and latest USB drivers (For example if the mobo has an ASMedia controller also)
- Might wanna disable "Automatically update drivers via Windows Update" also if you have that on for some weird reason OR if you have it off, try turning it on and then removing the device (and uinstall driver if it has the tickbox) from device manager, and then unplug and plug it back in.
- Same goes for USB hubs etc, might wanna reinstall them by removing them from device manager
