Mates, I suggest you a solution for panzer. That guided rocket is cool on BG, but if it is available anytime then it is highly overpowered and annoying, as you almost cannot do anything against it while being on a free area. However if you set it available from a certain player limit like min. 5 players a team then you will miss it.
We had earlier troubles with basterds trolling with panzer on Vietnam, I mean using panzer against men at close distances and in corridors etc.
The solution we introduced is decreasing panzer speed to 1000 (from max. 2500) and disabling guided rocket. Since we introduced this speed every kind of vehicles can be hit from even large distances, like tanks, trucks, ships even the airplane on Glider map!!! Though panzer actually cannot be applied against men in most cases, as you have enough time to hear its ignition sound and then follow its track. And trolling has almost fully gone. In this way you can enable traditional panzer (1 per team) with low speed without player limit.
Another idea: you might consider enabling tripmines (one tripmine with no full killing damage) and shotguns. That would make a larger selection in BG armory

As regards activity, I think we should talk about willingnes rather than possibilities or tasks. In this sense I think its no use to find out strategies to make the server more active like some members should be online in the afternoon, some battle event could be organised, as I suppose you all know what should or could be done. Another thing is that the current staff cannot or does not want to afforf the time required to be online, so that the server can be attractive for guests. This situation is the same on Vietnam, we cannot do anything.
Though I think also BG must be kept, even with low number of members or guests, as there will be times, when more guests become interested and also core members take opportunities to egnage in battles. I think members should not leave server to retain a fine old member base. I actuually don't understand people that leave a home server, because other servers look or are more active. You can be a core member on a home server, even if you play lots of time on other servers. Nitmod is the coolest classic style mod I think, so just keep a good company!
