I was always curious - how come all pokemons were speaking like retards, but only Meow could speak human's launguage?

it's a really sad story D: basically he learned himself to speak human language and to walk on two legs because he wanted to impress a female meowth that liked humans a lot, but she rejected him so he was heartbroken and then decided to join team rocket because it reminded him of the first word could say "rocket"
