Mates,
Today a guy named andrei was trolling with one of the most annoying musics of HS. I asked him 3 times to stop it and muted him also 3 times, then tried to set muting without time or setting 600 seconds but I suppose muting is lifted after 60-120 seconds. Then I had to kick him (lasting for 2 minutes).
I think it would be fine to enable muting without time limit, as some (few) guyz only troll with sounds spam but play without breaking other rules anyway.
Country flags are missing at several players, so it would be high time to update GeoIP database from here:

You already banned him for 1h..and he may return bak again
If he starts again and again or never listens then perm ban him.
I guess not Ban him perm but muting him perm will do the trick.

The country flags are up to dutch to take care of. Not sure if you should enable timeless muting.

easy solution: do "/cg_novoicechats 1" and you won't hear it
