I don't see a solution for altered ND, dude.
ND has a large visitor base, so they will not risk to make any alterations in it, fearing a loss of some visitors.
The solution leads from ND to other TWC servers, where people may find their fun - I suggest Vietnam first of all :P .
I think people are ver lazy or unpatient nowadays and would not like to wait for map downloads, even though a quality gaming environment with larger map selection would be available then.
So I would recommend to think in full TWC instead of one server like ND. Then the whole TWC portfolio may live or survive better. Just promote other servers and introduce them to players.

Firstval, ND was always a best TWC server, (TwC::Jaymod Back in times), and nothing won't change it. Whatever promotions, nothing. ND 4 life.

Just mention ND as the server with the largest visitor base.
Most crowded does not equal to best. :P
ND still serving well as attractive gate to TWC.
