I would ask people not to use !shuffle. Because it ll upset everyone.
I mostly ask a good player I know to switch teams when teams are unfair skills wise.
When teams are uneven I may ask specs to join. When the difference is bigger as tree players and there are no new people connecting to teh server I ask players to change teams. When no one respond I'll !put after a while.

TWC members have to even up the teams.
If players are needed. You gotta join wherever the less players are.

Not much you can do regarding it.
-Commands like !put team
Guests might not like it. Try avoiding that command as much as possible.
Ask nicely the people to join a certain team instead. It's more efficiency.

Im always joining the lower team and sometimes im switching teams till to 3-4 times in a map to help the lower team.
If i stay as a spectator (because i want to chill
) i write it in main chat: Teams are uneven please (X Players to Allies or Axis.)Normally there are always players who changes team then.

usually when I join the server, I look about the team constellation and join the lower team or the team with less people, I myself often feel the frustration to live to get killed without seeing a chance to survive, make a kill or do some steps without dieing immediately.. that's why I always prefer even teams (from number and exp). sometimes I change the teams 3-4 times in the map. I didn't expect that this issue is a discussion point, thought this is logically
also didn't expect someone would ignore or refuse to even the team since we all are interested in having fun in this game ^^
