We currently have CEST, because of summer time.

CEST is GMT + 2

You might want to try using a site like this to make it easier: http://www.timeanddate.com/worldclock/fixedform.html

That is correct. Central European Time is GMT + 1, but most of the European countries apply daylight saving times, and hence some countries (e.g. Netherlands, Germany) shifted to Central European Summer Time last weekend, which is GMT + 2.
GMT stays the same, but other countries use different time zones during summer. That is why the offsets change.

There is a short explanation here: http://www.timeanddate.com/time/gmt-utc-time.html
It's about GMT vs UTC, but basically explains what I just wrote in other words :P
